16th. July, 1903.

"Coming to details, I would have it urged on

the Hongkong Government to place a light in the Cap Shui Moon. The pass is used by many steamers and junks at night: it is narrow, and the current is rapid and irregular, full of strong eddies, (as its name, "Seething water gate", implies). The rocks are ragged and steep too, and the water very deep, so that any accident there would, in all probability, be a catastrophe with much loss of life. Making the en→ trance of the pass on a dark night, in bad weather, is not a situation to be envied. As to the placing of the light, the upper point of Mah Wan Island, near the old Custom House, would seem to be a suitable location, and favoured by general opinion, so far as 1 bave enquired."
